Two young orphans Tia (Kim Richards) and Tony (Ike Eisenmann) can't remember their family or where they came from, but they do know they have special powers that make them different from other people. Their psychic and telekinetic powers bring them to the attention of Lucas Deranian (Donald Pleasence) when they save him from being injured in an accident. Deranian's millionaire boss Aristotle Bolt (Ray Milland) tricks the orphanage into giving him the children to care for. At first they enjoy staying in his mansion full of toys, but soon realize he wants to exploit their powers and that they must leave. They have a map showing a place called Witch mountain and the escape is on as they try to find a place where they can fit in and feel safe.
